RFP – Newport Landing Lake Manager Position

The Newport Landing Homeowners Association (HOA) is now accepting proposals for a full-time, year-round Lake Manager position. This contracted role plays a vital part in supporting both the lake environment and the needs of our residents.

We are seeking a highly engaged individual who can be readily available throughout the 2025 boating season (typically Memorial Day through Labor Day), with ongoing responsibilities continuing during the off-season. The ideal candidate will be proactive, responsive, and dedicated to maintaining the quality, safety, and enjoyment of the lake and surrounding community.

Proposal Requirements
To be considered, please include the following in your RFP submission:

  • A brief introduction or cover letter

  • A resume or company profile outlining relevant experience

  • A summary of service history performing similar work (lake, property, or community management)

  • At least two professional references

  • Proposed contract amount and fee structure

Lake Manager Responsibilities

A. Resident Interaction
i. Maintain database of all homeowners to facilitate communication.
ii. Register and track all boats on the lake, maintaining a comprehensive watercraft database for accurate records and oversight.
iii. Monitor neighborhood for covenant violations and work with the residents to achieve compliance.
iv. Be readily available in person and electronically to respond to queries from residents.

B. Communication
i. Prepare and distribute minutes for HOA Board meetings.
ii. Provide HOA Board with status reports on the 15th and the last day of the month that detail lake manager activities.
iii. Keep website information current by creating and posting updates, and monthly minutes
iv. Assist Treasurer with resident communication.
V. Maintain database of all reports provided to HOA board.

C. Lake Management
i. Remove debris from the lake as needed.
ii. Coordinate activities with marine biologist.
iii. Oversee weed control management.
iv. Oversee fish and habitat management.
v. Control wildlife.
vi. Maintain water levels.
vii. Maintain intake weir structure.
viii. Maintain and service pumps including winterization.
ix. Monitor seawall and alert property owners to any problems.
x. Complete minor seawall repairs.
xi. Monitor boat ramp access.
xii. Distribute lake rules and boater registration information.
xiii. Ensure residents comply with lake rules.
xiv. Maintain communication with NRD, SID and Douglas County Sheriff Department.
xv. Maintain updated annual database of boater registration.
xvi. Communicate with residents regarding registration and boat access violations.
xvii. Document conversations with NRD, SID, Douglas County, and residents.

D. Dam Management
i. Coordinate activities with the State Dam Inspector.
ii. Monitor dam for any changes and ensure any needed corrective action is taken.

E. Property Management
i. Oversee contracted landscaping, tree care, weed control and mowing.
ii. Complete minor landscaping.
iii. Monitor neighborhood and manage removal of any debris.
iv. Maintain database of all contractor details.
v. Snow removal as needed.
vi. Regular trash clean-up and removal of trail and lake areas.
vii. Monitor and remove signs from entrances.
viii. Follow through with covenants of property violations: trailers, boat storage, etc.

F. Construction Management
i. Ensure that all new home starts have approved construction, landscaping and dock plans.
ii. At least weekly monitoring of progress against these plans to ensure compliance.
iii. Take prescribed action to correct non-compliance.
iv. Maintain builder contact and acquire database from builder on each home build.
v. Regularly communicate with builder and homeowner on progress and issues.
vi. Document conversations with builders, subcontractors, and homeowners.

G. Gas Dock
i. Maintain and operate the gas pump and tank.
ii. Price and order gasoline.
iii. Ensure compliance with state weight and measures.
iv. Maintain PCI compliance.
v. Document conversations with vendors and residents regarding any gas dock issues.
vi. Maintain database of all vendor contacts.

H. Other
i. Other duties as assigned.

i. Monitor boat ramp access
ii. Maintain up[dated annual database of boater registration.
iii. Maintain boat ramp gate and access control keypad.
iv. Maintain boat ramp and bridge CCTV system.
v. Maintain (5) entrance/exit CCTV systems.
